Peter obtained his undergraduate degree (majoring in economics) from the University of Toronto, with High Distinction, and his law degree from the University of Toronto. He obtained his Master of Laws from Osgoode Hall Law School at York University in Constitutional Law and the Charter. He was called to the bar in Ontario with Honours in 1974 and was in the private practice of law for 18 years.

He was a member of the Government's Rent Review Advisory Board in 1986 and was appointed to the Rent Review Hearings Board and as a Rent Control Officer from 1992 to 1995. He was a Vice Chair of the Workplace Safety and Insurance Appeals Tribunal from 1996 to 2002 and has been a member of the Advisory Board of the Financial Services Commission of Ontario since 2005. Peter has been sitting in the Toronto Small Claims Court as a Deputy Judge since 1999. He was recently honoured by the Paralegal Society of Ontario in 2008 for his contributions to the development of paralegals as a profession over the last five years.

Peter has been teaching at Humber College since 2004 both in the Court and Tribunal Diploma Program and the Applied Arts Degree Program in Paralegal Studies. He is married to Judi Barnett from Tweed Ontario and has two children.
